A manifesto for clinical trials
Trials 2031: A Manifesto
A community of practitioners building the trial system the science deserves.
Science is accelerating. AI is compressing drug discovery from years to months. New modalities are producing more promising therapies than the system can test. In five years, clinical trials will be the bottleneck between what science can do and what patients receive.
We sign as individuals, not on behalf of our employers. We do not agree on every tactic. We agree on this: the trial system we have is not the trial system the science deserves.
Our commitment
A third the time. A third the cost.
Phase 2/3 timelines and costs cut by two-thirds within five years.
These goals are achievable only if we rebuild trials from the ground up — with AI, integrated data, and a safety-first approach that treats data integrity as non-negotiable.
If we succeed, we accelerate cures for the patients the current system leaves waiting, and open trials to sponsors, sites, and communities currently locked out.
Our operating principles
Accountability. We measure our progress — on speed, cost, patient safety, and trial quality — and publish what we find.
Sharing. We share data and know-how within this community. Progress at this scale requires moving together, not in silos.
Advocacy. We speak up — inside our companies, with regulators, and in public — for the changes the science demands.
Signing is a public statement of belief and an agreement to engage.

More than ten senior practitioners have already committed to sign. Names below are illustrative; the full founding cohort will be revealed when the Collective launches publicly in June.

About Us
A community, united around a shared mission and principles.
The 2031 Collective is an invite-only community of senior clinical trials practitioners united by their individual signatures on Trials 2031: A Manifesto.
Members are sponsors, investigators, site operators, regulators, patient advocates, and technologists who believe the trial system needs to be rebuilt to match the science the world now has. They sign as individuals, not on behalf of their employers, and they commit to engage: through advocacy in the rooms where they have influence, through shared measurement of industry progress, and through the work of moving the field forward together.
What we do.
The Collective operates across three workstreams, corresponding to the Manifesto's operating principles.
Accountability
— I —
An annual State of Clinical Trials report, building over time into the industry's honest mirror — measuring speed, cost, patient safety, data integrity, representation, and patient experience, and publishing what we find.
Sharing
— II —
A newsletter, a podcast, regional dinners across major hubs, and an annual Summit. Spaces for Signatories to exchange data, know-how, and the practical lessons of trying to make trials work better.
Advocacy
— III —
A coordinated voice on the regulatory and industry changes the science demands. Signatories speak inside their own companies, with regulators, and in public, on behalf of the Manifesto's commitments.
Who we are.
Membership is invitation-only, extended to senior clinical trials practitioners — Director level or above, or policy equivalent, with meaningful decision rights over trial strategy, execution, or regulation. Only members can nominate new practitioners to join, making it a self-monitored collective. There are no dues and no corporate affiliations. Signing the Manifesto is the act of joining.
The 2031 Collective is funded and operated by Evalion Health. The Collective's agenda is set by the Manifesto, advised by an Advisory Council of senior industry leaders. Evalion's role as convener is stated openly. Membership is independent of any commercial relationship with Evalion, and individuals working for competitors who meet the membership criteria are eligible and welcome.

The Advisory Council
The voices behind the work.
The Advisory Council is the public leadership of the Collective and the senior advisory body to Evalion Health on clinical and regulatory matters. Its members are sponsor and site leaders, investigators, regulators, patient advocates, and technologists, drawn from across the industry.
Council members do not speak for their employers. They lend their names, their judgment, and their voices to the Manifesto's commitments.
